I am installing and configuring OpenStack for the second time in VM environment. The first time i installed Librety and now Newton. I have three VMs (one controller and two compute nodes). 
Both times when i installed and configured OpenStack i get the same problem with the DHCP server. My instances were not getting ip address. 

I solve this problem by enabling in /etc/neutron/dhcp_agent.ini the
dhcp_broadcast_reply = true .

Previously the DHCP reply was not broadcast and my machines were not
getting the IP address
