  Some cinder failures return "500" errors to users

Bug description:
  When a user tries to delete a volume that is attached to a VM using
  nova the user gets an "Unexpected Exception" error when the cinder
  extension fails with an InvalidInput exception. This is not
  particularly helpful for troubleshooting and the message is misleading
  for users.
