[Bug 1645858] [NEW] newer image (create from local file) keep in saving status

Public bug reported:

create a image from local file, the horizon image status will keep in 'saving', need to refresh page to update status.
this issue only occurs when create from file (no matter size) 
Probably the newer images doesn't poll for status.
