  New

Bug description:
  The --config-dir in oslo_config.ConfigOpts() is a list but is treated
  as a scalar value in oslo_privsep.PrivConetext.helper_command(). This
  leads to subprocess blowing up with:

  TypeError: execv() arg 2 must contain only strings
