Bug description:
Puppet OpenStack CI is interested to run neutron-lbaas Tempest tests
but it's currently not working because neutron-lbaas is missing a
Tempest plugin and its entry-point, so discovery of tests does not
work.
Right now, to run tempest we need to go in the neutron-lbaas directory and run tox inside, etc.
That's not the way to go and other projects already (Neutron itself does) provide tempest plugins.
This is a official RFE to have it in neutron-lbaas so we can run the
tests in a consistent way with other projects.
