Public bug reported:

When installing salt-minion via cloud-init it always installs the latest
version, providing no way to specify a specific version of the package.

The file https://git.launchpad.net/cloud-
init/tree/cloudinit/config/cc_salt_minion.py installs the package and
this can't even be overridden using the arbitrary package install
(packages property).
