  test_update_instance_port_admin_state Fails sumetime with DB Update
  error

Bug description:
  Sometimes in Mellanox CI we see that
  test_update_instance_port_admin_state[1] fails with error [2]
  "StaleDataError: UPDATE statement on table 'standardattributes'
  expected to update 1 row(s); 0 were matched." [3]
