Description
===========
Nova does not allow to use FQDN in the configuration.

Steps to reproduce
==================
Configure following setup with FQDN in /etc/nova/nova.conf

[vnc]
novncproxy_base_url = http://controller01.example.com:6080/vnc_auto.html

[neutron]
url = http://controller01.example.com:9696

Expected result
===============
That it accepts the FQDN.

Actual result
=============
ConfigFileValueError: Value for option novncproxy_base_url is not valid: invalid URI: 'http://controller01.example.com:6080/vnc_auto.html'

Environment
===========
Fresh upgrade from Mitaka to Newton on Ubuntu 16.04.
