Get "FirewallIpAddressConflict" error when update exist IPv6
firewall_rule.

create body:
{
    "firewall_rule": {
        "action": "reject",
        "enabled": true,
        "name": "tcp_reject",
        "protocol": "tcp",
        "source_ip_address": "1::23",
        "ip_version": 6
    }
}

OK, the firewall_rule will be created successful.

Then I update it like :
{
    "firewall_rule": {
        "source_ip_address": "1::22"
    }
}

returned "FirewallIpAddressConflict" error.
