  RFE: Port mirror in neutron

Status in neutron:
  Invalid

Bug description:
  In Physical Switch， we can use port mirror function to do some trouble shooting and monitoring，in ovs it has the same
  func，but neutron don't support it.I think we should add this func in neutron for the same reason as physical switch .
  The first step,we can mirroring one port to another in the same node first, that won't be difficult.The second step， we
  can finger out how to mirror port in the different computer node.
  For example：
  neutron mirror-create src_port dst_port
  neutron mirror-delete src_port dst_port
  neutron mirror-list
