Title:
  oepnstackclient is not allowing to set distributed=False for admin
  user

Status in python-openstackclient:
  New

Bug description:
  Admin can't use distributed=False while creating router through
  openstackclient. This will be needed when router_distributed = True is
  set in neutron.conf and admin wants to disable this flag for a
  particular router,  But neutron client allows --distributed
  {True,False} flags.
