  Use CORS set_defaults

Status in OpenStack Identity (keystone):

Status in oslo.middleware:

Bug description:
  During test runs there are a lot of warnings for  DeprecationWarning:
  Method 'CORS.set_latent()' has moved to 'method.set_defaults()

  We should ensure keystone is using set_defaults instead of latent.
