I don't believe this is a bug. Those options are duplicated, so that
users may override settings per-service.

  ml2_conf.ini contains oslo.log options

Bug description:
  When running neutron-server or one of the agents, neutron.conf is
  usually included which already contains the oslo.log options in the
  [DEFAULT] section. There's no need to add the options again to the
  ml2_conf.ini
