Title:
  Several pages in Horizon are very slow (Floating IPs, Security Groups,
  etc.)

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  There are several places that could be improved:

  - Use 'detailed=False' when listing servers, because only instance ID and name are used in some places (e.g. when loading 'Floating IPs' panel)
  - Disable quota check (make it configurable) in button 'allowed' function.
