    Add info on key-value of volume QoS spec
    
    Give user the information on value to input for key-value,
    when they click on 'manage spec' in:
    - admin->system->volume->volume Types

  don't know what key-value of volume qos specs in horizon to fill

Bug description:
  when i want to manage volume qos specs,i don't know what key-value i
  should enter. How about giving user some example in UI.

  Reproduction Steps :-
  1. Login to Horizon Dashboard
  2. Go to : Admin -> System -> Volumes -> Volume Types
  3. Click on "Manage Specs"
  4. don't know what key-value should enter.
