Public bug reported:

Setting IMAGES_ALLOW_LOCATION=True in the local_settings.py enabled the
selection of "URL" in the "Create Image" dialog, however, it's now the
only mode available. Clicking on the "File" switch doesn't switch the
interface to a local upload -- in fact, the whole control seems to be
doing absolutely nothing.
