[Bug 1664659] [NEW] linuxbridge vlan-aware-vms completely broken

The device_owner change to 'trunk:subport' from 'network:subport' broke
the linux bridge implementation of vlan-aware-vms because of some logic
in the linux bridge agent to skip things it thinks might be nova ports.
