[Bug 1664850] [NEW] Error: Unable to create the server. Unexpected API Error.

Description
===========
I have deployed a new cloud using fuel (stable mitaka). I am not able to create an instance and getting an error in horizon stating - "Unable to create server"

Steps to reproduce
==================
Deploy cloud with two compute nodes and 1 controller

Expected result
===============
instance shall spawn successfully

Actual result
=============
Failed to spawn instance with an error

Environment
===========
1. Exact version of OpenStack you are running- openstack 3.8.1

2. Which hypervisor did you use?-----    Libvirt + KVM

2. Which storage type did you use? --- Ceph
