The quotas shown on the default quotas panel are different from the ones
shown on project quotas panel. For the ones that are only shown on
default quotas, key pairs for example, users can't modify the quota
after the project is created. For the ones that are only shown on
project quotas, users can not set a default value. Maybe some of the
quotas don't need a default value, but the user should be able to change
all the quotas for a specific project.
