  Parameter validation for string type parameters

Status in neutron:
  Invalid

Bug description:
  When I create a qos policy,  I  set name or description escape character( \n\t\r), 
  qos policy still be created successfully. 
  No parameter checking of string type parameters of API,such as name or description
