There is confusion around the online_data_migrations CLI for knowing
when it's complete. There are sort of two answers:

1. There is no summary table output.

2. The command exits with 0 meaning there were no migrations performed.
This is probably the best case to follow when checking/scripting for
this.

We need a man page explaining this in the nova docs:
