  [RFE] create "baremetal" Mechanism ML2 driver

Bug description:
  The "Baremetal" mechanism driver is going to solve to 2 things:
  1) It will perform binding of ports with vnic_type="baremetal" in flat network to close: https://bugs.launchpad.net/neutron/+bug/1599836
  2) It will send an external event to Ironic on port update to close:
  https://bugs.launchpad.net/ironic/+bug/1304673
