  chpasswd list fails

Status in cloud-init:
  Invalid

Bug description:
  While trying to write an intergration test for the new method of
  chpasswd via a list, cloud-init fails while attempting to change the
  password for a user called ["['tom"]. It appears the list based method
  is not being read correctly:
