https://docs.openstack.org/developer/nova/cells.html we had similar
issue in multinode env, we referred to that document and fixed the
problem, so no target to nova I guess

  Everything is working fine. I can access dashboard i can create
  networks and routers but i cant start an instance. Every time in error
  state with this error. Tried to install with sudo yum install -y
  centos-release-openstack-ocata version and then clean installed againt
  with newton and it is the same problem. answers.txt is in the
