  ONOS ml2 plugin does not support security group  updates

Bug description:
  The ONOS ml2 plugin (networking-onos) does not support security group updates.
  The ONOS ml2 plugin does not subscribe the security group database updates, and even when users add or remove security group or security group rules, no events are forwarded to ONOS.
