    Revert "Add the 'fade' class to Python modals, for animation"
    
    After this commit, "Add Rule" in security group panel is not
    setup properly and only a few fields are displayed.
    I haven't identified the root cause but it looks better to
    revert this commit and tackle the original problem again.

  Security Group Add Rule form is not setup properly

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  Security Group Add Rule form is not setup properly.

  We can see only "Rule" and "Remote" fields.
  When I change a selected item in "Rule" to others, all expected fields were displayed.
  After that when I selected "Custom TCP Rule" again, all expected fields were displayed.
  From this, it seems all fields are prepared expectedly but the initial setup is not done properly.
