  More Actions button should be disabled when none of the actions is
  available

Bug description:
  Steps to reproduce:
  1. Go to Instances panel
  2. Click the More Actions button on top of the table

  Note that none of the actions in the dropdown is available since no
  instance is selected. The More Actions dropdown should be disabled
  when all of the actions are disabled.
