[Bug 1677676] [NEW] TestTrackedResource unit tests failing, plugin not initialized

Public bug reported:

When executed manually, both py27 and py35 unit tests in
neutron.tests.unit.quota.test_resource.TestTrackedResource are failing.

The problem is the neutron manager is not initialized during the setUp
process.
