    Differentiate between dpkg and rpm for libssl-dev

    The libssl-dev package was registered in bindep.txt for both
    dpkg and rpm platforms. This patch makes it use:
    * libssl-dev [platform:dpkg]
    * openssl-devel [platform:rpm]
