Can't log in into Horizon when deploying Manila+Sahara

Bug description:
When installing latest devstack trunk alongside with the Manila +
Sahara/Sahara Dashboard plugins, I can't log in using horizon, even if
the log says I logged in successfully.
Horizon gets stuck on the greeter, asking again from the username and
password.
local.conf extract:
