Title:
  HTTP 400 Exception while move all existing metadata in path of update
  aggregate metadata.

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  while try to update a specific aggregate's extra specsc(remove all
  existing metadata), i am getting HTTP 400 Exception.

  Env: devstack master branch

  Exception info:
  [05/Apr/2017 08:12:41] "PATCH /api/nova/aggregates/2/extra-specs/ HTTP/1.1" 400 174
