There is an administrative call to remove all neutron resources
associated with a tenant:
(admin) $ neutron purge TENANT
That should do what you want.

Title:
network and router persists when deleting project
Status in neutron:
Invalid
Bug description:
As an admin when I create a new project Xproject and user X and this
user log on on his account and create routers and networks to his
project. After I remove this user and project and I write "openstack
network list" commamd it shows me that the network created by user X
still exists in the system although the user and project is deleted. I
thimk this could be a bug!
