changing Public attribute in FWaaS

Bug description:
Currently Firewall-as-a-Service uses Public attribute to represent firewall resource which is shared among multiple tenants.
However, the attribute should be aptly named as "Shared" and not "Public" [1].
This issue is used to track the migration of "Public" attribute of FWaaS v2 to "Shared".
FwaaS v1 is Out of Scope for this bug
