[Bug 1683262] [NEW] workflow step does not support allowed()
Public bug reported:
allowed() method is a common way in horizon to control if a component
can be displayed. It is supported in table action and tab, but it is not
supported for workflows.Step. There is a case where a step wants to be
shown conditionally.
