    Fix EC2 related buttons url in the api access page
    
    access_and_security has moved to separate panel since
    https://blueprints.launchpad.net/horizon/+spec/reorganise-access-and-security,
    but Download/Recreate EC2 Credentials url were not updated.

  EC2 links in API access page do not work

  access_and_security url has not existed.

  [Issue detail]
  When EC2 API is enabled, 'Download EC2 Credentials' and 'Recreate EC2 Credentials' buttons do not work. 'access_and_security' is still included in the django url. This is a regression of reorganization of security groups and floating IPs panels.
