Hi guys,

After a node reboot, the L3 agent spawn qrouter one by one, it's not an
issue when we have only few qrouter but it is when we have hundreds of
them cause the recovery process is very long.

We are running Neutron 8.4.0 with Kolla on 3 controllers with L3 HA.

Is there a way to speedup the process ?
