Title:
[RFE] Qos DSCP to vlan priority mapping

Status in neutron:
  Expired

Bug description:
  [Background]
In N release, Qos already support DSCP marking, and the RFE about supporting 802.1q already confirmed.
  https://bugs.launchpad.net/neutron/+bug/1505631

  [Proposal]
vlan 802.1q support Qos at layer-2, it is necessary for the scenario that physical devices only support L2. In NFV, there are many kinds of IP traffic, it is necessary to provide preferential treatment to certain types of traffic at the expense of others, different priority traffic have different DSCP, the ovs mapping DSCP to vlan priority, and the physical device do QOS based on vlan priority.
DSCP to vlan priority mapping is useful in NFV environment.
