Title:
  Label changes to True/False from UP/DOWN when an error occurred in
  firewall form.

Status in OpenStack Dashboard (Horizon):
  In Progress

Bug description:
  In firewall creating form, I forgot to choose a policy and click
  button "Add", then the form page reappeared with an error message,
  that's quite normal. But look at the field "Admin State", it has
  changed to be True/False, however, it should be UP/DOWN.
