The powervm driver is starting to be functional in the Pike release but
there is no mention of it in the in-tree feature support matrix:

Especially for things like VNC console support now:

https://review.openstack.org/#/c/409402/

It's pretty bare for a driver at the moment, but there might be other
things in there to report, like host and instance status, launch
instance, shutdown instance, etc.
