Description of problem:

When an instance is created using an image, the flavors where
flavor.disk is smaller than glance.min_disk are not selectable.

When an instance is created using a volume that makes use of an image
and still has min_disk associated, flavors where flavor.disk is smaller
than glance.min_disk are selectable.

How reproducible:

100%

Steps to Reproduce:
1. Create a flavor with Root Disk (GB) = 1
2. Create a volume with Minimum Disk (GB) = 2
3. Launch instance and select the volume we created in step2.
4. We can select any flavor listed, including the one we created in step 1, which does not meet min disk requirements.
