[Bug 1695802] [NEW] Date field accept invalid entries from URL

Steps:
1. Login to Openstack horizon https://<horizon IP>
2. Go to Admin -> System panel -> Overview tab
3. Give some invalid input in start and end field in URL as below
https://<horizon IP>/admin/?start=ddddddd&end=yyyyyyyy
4. This will change the date field. The date field becomes "From:ddddddd To:yyyyyyyy"
Ideally date field shouldn't get updated from URL and it should not
allow to set invalid value instead of just giving pop-up warning.
