  List availability zones fails in a cell setup

Status in OpenStack Compute (nova):
  Won't Fix

Bug description:
  Parent cell is not aware of the compute nodes and aggregates in child
  cells. For this reason nova api running in the parent cell doesn’t
  list availability zones.
