[Bug 1699714] [NEW] cannot create account's metadata through dashboard

Public bug reported:

During swift update account usecase, it is observed that account
metadata can not be created using dashboard. In case, a user wants to
create account's metadata using GUI then the user can not perform the
operation, as there  is no link provided on dashboard to execute this
use case.

User can update account metadata from CLI using curl requests but no
options are available on dashboard for account metadata updation.

Source code should be modified for horizon, so that a user can update
account metadata from the dashboard.
