  Confirmed

Bug description:
  From the 'Customize and configure the Dashboard'
  (https://docs.openstack.org/developer/horizon/admin/customize-
  configure.html) the link to 'Horizon Settings and Configuration'
  (https://docs.openstack.org/developer/horizon/topics/settings.html) is
  dead and report a 404

  Basically this 'Horizon Settings and Configuration' page doesn't
  exist.
