Bug description:
  Backport https://review.openstack.org/#/c/364407/ bring
  _notify_l3_agent_ha_port_update to Mitaka code with several changes.
  This code if giving constant errors in neutron-server logs
  http://paste.openstack.org/show/588382/.

  Newton version and later are not affected.
