Public bug reported:

A few actions are not allowed for non-admin users if the instance is
locked but they are still shown on the instances table. The action will
always fail so they should be hidden from non-admin users.

Bug description:
  A few actions are not allowed for non-admin users if the instance is
  locked but they are still shown on the instances table. The action
