This sounds like an issue with the documentation, as it's a permissions
error outside of Nova

Bug description:
Hi everyone. I'm installing Openstack Ocata version with OVS-DPDK.
I installed openvswitch-switch-dpdk packages from ubuntu repository.
I setup dpdk use this tutorial: https://help.ubuntu.com/lts/serverguide/DPDK.html
And When I create a vhostuser port, It works and its socket is correct permission.
But when I launch an instance on this compute node. It has failed.
