  Fix column width for Firewalls' drag and drop forms

Status in Neutron FWaaS dashboard:

Bug description:
  Firewalls' "Add Policy" and "Add Firewall" forms have columns with
  drag and drop mechanisms. These columns should have a fixed width:
  they look strange if there are no items in corresponding lists or
  items' names are too short or too long.
