Bump network rev on RBAC change
Increment the revision number when RBAC policies are
changed since it impacts the calculation of the 'shared'
field.

Bug description:
Since RBAC entries affect the value of the 'shared' field inside of a
network, the creation of an RBAC entry should bump the revision of the
network. Otherwise the value of the 'shared' field can flip back and
forth without the revision_number incrementing.
