This change imports some of the admin guide contents from the openstack-
manuals repo into the nova docs:

https://review.openstack.org/#/c/477497/

However, because of inconsistent naming patterns in the openstack-
manuals repo, several docs that are related to nova were not imported,
for example:

https://github.com/openstack/openstack-manuals/blob/stable/ocata/doc
/admin-guide/source/cli-os-migrate-cfg-ssh.rst

https://github.com/openstack/openstack-manuals/blob/stable/ocata/doc
/admin-guide/source/cli-set-compute-quotas.rst

Anything with cli-nova-* like:

https://github.com/openstack/openstack-manuals/tree/stable/ocata/doc
/admin-guide/source

Basically we'd need to go through the list of files in
https://github.com/openstack/openstack-manuals/tree/stable/ocata/doc
/admin-guide/source individually and see which need to be part of the
nova docs and which were missed from
https://review.openstack.org/#/c/477497/.
